Under Section 15 of the National Food Security Act, 2013, provision has been made for the appointment of a District Grievance Redressal Officer (DGRO) to ensure the speedy and effective resolution of grievances arising from violations of entitlements provided under the Act.
As per Notification No. 1853 dated 10.02.2014 issued by the General Administration Department, Bihar, the Additional Collector of the Bihar Administrative Service has been designated as the ex-officio District Grievance Redressal Officer for each district, responsible for addressing grievances related to entitlement violations and food distribution under the Act.
Further, Notification No. 4109 dated 18.08.2017 issued by the Food and Consumer Protection Department, Bihar designates the Additional Collector (Revenue) as the District Grievance Redressal Officer under Section 15 of the Act and lays down the grievance redressal procedure in detail.
Any aggrieved person may submit a written complaint through post, email, by personally visiting the office of the District Grievance Redressal Officer or by depositing it in the complaint box provided at the office.
If the District Grievance Redressal Officer finds prima facie merit in the complaint, they shall conduct a hearing and, ordinarily within 30 days, pass an order based on the facts and merits of the case.
If any complainant, officer, individual, or agency is dissatisfied with the order passed by the District Grievance Redressal Officer, they may file an appeal before the State Food Commission, addressed to the Member Secretary, Bihar State Food Commission, within 30 days from the date of the said order.
